Project Overview
Northern Tioga School District is currently in discussion and planning for a proposed athletic facility project that would involve upgrading outdoor athletic facilities at both Cowanesque Valley High School and Williamson High School. The district has contracted with Larson Design Group (LDG) for the design phase of the proposed project; the conceptual renderings posted on the district website were produced by LDG. The district has not invested in the athletic facilities at the high schools in decades. The projects are intended to provide improved and upgraded athletic facilities for our students and communities to use and enjoy.
The project at Cowanesque Valley High School would include replacing the current tennis courts with new tennis courts with pickleball lines in addition to the tennis lines. The school tennis teams do compete within the Northern Tier League and the community does have access to using the courts recreationally. Also, the project would include upgrading the football field complete with new sod, upgraded lighting, new spectator seating, new concession and restroom facilities, a synthetic track, and new fencing. Additionally, new shot put, discuss, and javelin throwing areas would be located.
The project at Williamson High School would include building a new softball field adjacent to the existing baseball field, upgrading the soccer field with artificial turf, new spectator seating and press box, upgraded lighting, new concession and restroom facilities, a synthetic track, and new fencing. As with the project at Cowanesque Valley High School, new shot put, discuss, and javelin throwing areas would be located.
Project Funding
The district is looking at a combination of the following funding sources to support the project:
A Redevelopment Assistance Capital Program (RACP) Grant – RACP projects are authorized through the PA Office of the Budget. RACP is a competitive grant that requires legislative support. The district is looking at contracting with a firm to support the application process, seeking the legislative support, and helping to ensure our documentation is accurate to receive the funds. RACP grants are known to be labor intensive in the requirements for documentation.
Fund balance – The district is prepared to use a percentage of its reserves towards the project.
Borrowing – The district is looking at borrowing options to support the project.
